Estimation: Development teams consistently underestimate or overestimate the time and resources needed to be successful. This challenge can be addressed, in part, with more specific requirements and by establishing a better process for change and configuration management.

 

Management: Development teams need to be able to manage the whole process more effectively. The input of each task affects the output from another task, and we have to be able to understand the relationships.

 

Control: Business leaders and project managers must also be able to control the process. When something does change, and a work estimate of one day turns out to require five days, they need to be able to get the process back under control. Likewise, if the project starts going over budget, they need to be able to make changes to bring the process back under control.

Is Outsourcing the answer to the Nursing Shortage?

Statistics show that by 2020 there will be a shortage of nearly 150,000 RNs nationwide. What's causing this shortage? Is it the increase of baby boomers in recent years? Are there not enough qualified nurses in the US to fill the void? Maybe there aren't enough students enrolling into nursing schools? Is outsourcing really the answer to America's nursing shortage?

Baby boomers are rapidly growing each year. The US census estimates that 8,000 people are turning 60 every day and there are an estimated 80 million baby boomers in the US. Obviously, this has a huge impact in regards to an increased need for qualified nurses and caregivers at hospitals and senior homes. The population as a whole has nearly doubled compared to that of the baby boomer's generation in the 1940's and 50's.

Currently, there aren't enough qualified nurses in the US to accommodate the ever growing US population. Experienced nurses are working over-time and delaying their retirement to try and help. Senior nurses don't have a protégé under their wings that they can train to take their place. This can't last much longer...and the US government has opened the door to thousands of immigrant nurses, especially from India and the Philippines, to help with our immediate needs here at home.

Here's the truth . . . and it's pretty sad. There are actually more Americans that WANT to be nurses than there are places to educate them! According to the American Nurses Association; nursing schools in the US have rejected over 150,000 applications from qualified people because there just wasn't enough capacity at American Nursing Schools. This made me think . . . congress is open to flooding the market with immigrant nurses to create a short-term solution to our nursing problem . . . but they aren't willing to increase funding to the educational institutions that train our nurses here?

Hey, I'm all for outsourcing. That's my business . . . and there's nothing wrong with getting nurses overseas as a supplement to our nursing shortage here in the US. But, it should be just that . . . a supplement and not the final answer. How do we expect to curb the shortage of nurses in the US if we are rejecting over 150,000 applications from qualified people that want to become nurses? This doesn't make any sense to me . . . and I think you would agree that this is just the opposite of a solution to our problem.

So, this comes back to my reason for writing this article. Is outsourcing the answer to the nursing shortage here at home? I would have to say yes AND no. See, outsourcing not only affects jobs here but also overseas. If all the qualified nurses are being lured to the US where they can make tons of money they will leave their homeland and their hospitals will suffer too.

Also, if we have thousands of qualified people being rejected in the US that want to become nurses . . . then that's just counter-productive. We need to have a good balance of a domestic and international workforce to put an end to this problem once and for all.

The US congress should create a bill to increase funding to nursing schools throughout the US. This will enable schools to accommodate room for more students. This will also help to increase the number of qualified nurses here at home. Also, the government can put a cap on the number of foreign nurses coming to the US once we are able to stabilize the number of vacancies for nurses throughout the US. There has to be some balance on both sides for this crisis to end.
